The primary necessities of Regulation (EC) 1223/2009 are as follows:
• Products have to be protected for human well being when used beneath regular or fairly foreseeable situations of use; taking account specifically of the next:
o Presentation and look of the product
o Labelling
o Directions to be used and disposal
o Another indication or data supplied by the accountable individual
• There are particular substances which are both prohibited or restricted to be used in beauty formulations (consult with Regulation 1223/2009 – Annex II and III)
• Sure elements labeled as Carcinogenic, Mutagenic or Poisonous for Copy (CMR Substances) are banned in cosmetics
• There are restrictions on animal testing of products and elements
• Specific data have to be stored and up to date by the “Accountable Individual” (see definition under)
• “Accountable Individuals” and “Distributors” have particular authorized obligations
